Commentary
God does not "will" all men to be saved, as he "willed" the heavens and earth to come into existence. If he did, then man would not have the freedom to choose whom they will follow. The "will" here is the desire, feeling, want, wish, that all men should be saved.
God has done all he could to have all people saved. God has no pleasure in the death of the wicked, but God does have pleasure in the person that chooses to follow him. God desires that all men should be saved.
