God knows your heart, what you are thinking and the intents behind the thoughts.
God is looking at your actions to see if they are in agreement with what is in your heart.
God will not look at your heart, see a good heart, and forgive your sin.
God will see a wilfully sinning person.
If you know what is right in your heart, you need to do right.

Hebrews 10:26 KJV
[26] For if we sin wilfully after that we have received the knowledge of the truth, there remaineth no more sacrifice for sins,

Commentary
If you know truth in your heart and do not do what is right, you are wilfully sinning.
God knowing your heart is not an excuse for sin.
You are without excuse because the new covenant is the commandments written in the heart and mind.
