Summary
God uses his program of conviction and repentance to change a man from being a sinner to a saint, a repentant sinner.

Matthew 9:13 KJV
[13] But go ye and learn what that meaneth, I will have mercy, and not sacrifice: for I am not come to call the righteous, but sinners to repentance.

Commentary
A person will be convicted of their sin, repent, and be saved.
OR
A person will harden their heart, block their conscience, continue in their sin, and be lost.
Repentance is a change of behavior program
When your conscience tells you you have disobeyed God, and you realize you have sinned:
-- repent, apologize to God for what you have done
-- confess your sin to God
-- ask God to help you do better
God forgives seventy times seven times:
-- Jesus told Peter, you have seventy times seven times to repent
-- Try, try again
Repent is a self-correcting program:
-- Repentance is a self-correcting program, invented by God, and if applied, it works.
-- Each time you repent to God for doing wrong, your conscience grows stronger and will soon start to control your actions.
